Job Details

Are you an experienced Project Engineer looking for a dynamic opportunity with a reputable client? Our client is seeking a skilled Project Engineer to join their team and contribute to the planning, design, project development, implementation, coordination, and contract administration of public works facilities and related municipal functions. This position offers a competitive salary range of $57,000 to $105,000 per year, depending on experience.

Under the guidance of the Director of Engineering, the Project Engineer will be responsible for providing civil engineering expertise in various capacities, ensuring successful project execution and compliance with regulatory standards.

Key Responsibilities

  • Review Studies and Plans: Ensure compliance with design criteria, standards, and ordinances by reviewing studies, plans, specifications, and design data.
  • Prepare Preliminary Studies: Conduct preliminary studies, estimates, and schedules for facility improvements.
  • Contract Management: Prepare scope and criteria for engineering services contracts, review consultant qualifications, negotiate fees, and administer engineering contracts.
  • Design and Supervision: Prepare designs, plans, specifications, contract documents, estimates, and schedules for projects. Supervise field surveys, subsurface investigations, testing, and drafting. Perform inspections and prepare design standards and construction specifications.
  • Documentation: Prepare legal descriptions, easements, and other documents. Coordinate with appraisers and attorneys, develop cost data for right-of-way acquisition, and obtain easements.
  • Construction Contract Administration: Administer construction contracts, review and analyze bids, coordinate utility relocations, and manage quality control reports, pay estimates, and change orders.
  • Interdepartmental Assistance: Assist other departments in project review, data analysis, programming, scheduling, and contract administration.
  • Consultation and Support: Provide assistance to consulting engineers, surveyors, agencies, contractors, and the public regarding design methods, materials, construction procedures, and administrative guidelines. Investigate citizen complaints.
  • Regular Attendance: Maintain regular and reliable attendance.

Qualifications

To excel in this role, the Project Engineer must meet the following qualifications:

Education and Experience:

  • Senior Project Engineer:
    • Bachelor’s degree in Engineering, preferably Civil Engineering.
    • Minimum of 8 years of civil engineering experience in public works facilities, including water and wastewater systems, streets, drainage, and land development.
    • Knowledge of regulatory agency requirements, real property titles, rights-of-way, platting, and legal descriptions.
    • Registered Professional Engineer (P.E.) with the ability to register in Arkansas within 12 months of employment.
  • Project Engineer II:
    • Bachelor’s degree in Engineering, preferably Civil Engineering.
    • Minimum of 5 years of civil engineering experience in public works facilities.
    • Knowledge of real property titles, rights-of-way, platting, and legal descriptions.
    • Registered Professional Engineer (P.E.) with the ability to register in Arkansas within 12 months of employment.
  • Project Engineer I:
    • Bachelor’s degree in Engineering, preferably Civil Engineering.
    • Minimum of 2 years of civil engineering experience in public works facilities.
    • Knowledge of real property titles, rights-of-way, platting, and legal descriptions.
    • Registered Professional Engineer (P.E.) with the ability to register in Arkansas within 12 months of employment.
  • Project Engineer (EI):
    • Bachelor’s degree in Engineering, preferably Civil Engineering.
    • Knowledge of real property titles, rights-of-way, platting, and legal descriptions is preferred.
    • Registered as an Engineering Intern in Arkansas or able to register within 12 months of employment.

Other Skills and Abilities:

  • Knowledge of construction materials, methods, techniques, and sequence of operations for public works facilities.
  • Excellent verbal and written communication skills, organizational skills, and problem-solving abilities.
  • Proficiency in word processing, spreadsheets, and technical/analytical software.

Physical Demands:

  • Frequent standing, walking, talking, and hearing.
  • Occasional sitting, stooping, kneeling, crouching, crawling, and use of hands to handle or feel objects.
  • Vision requirements include close, color, distance, peripheral vision, depth perception, and the ability to adjust focus.
  • Ability to lift up to 50 pounds occasionally.

Work Environment:

  • Exposure to outdoor weather conditions and wet, humid conditions.
  • Work near moving mechanical parts, construction equipment, and at heights with a risk of electrical shock and vibration.
  • Occasional exposure to fumes, airborne particles, and toxic or caustic chemicals.
  • Moderate noise level.
